Rockville, MD Parking Garage Collapse
During the construction of the Fisher Place parking garage, a significant partial collapse of the south end of the structure occurred on Friday, November 15, 2002. The seven-story collapse occurred sometime around 4pm as the final precast double Tee was being lifted into place. After the south end collapse, the structure underwent a "make safe" process and continued to operate under the equivalent safety of any typical construction site. Pier C-3 was identified as a potential area of concern because the precast column had slid off the pier at the time of the collapse. The top of the pier had experienced a shear-type failure and was identified as an area of concern. Other areas of concern had been identified.
RB Engineering, Inc., operating as a client of Forensic Analysis and Engineering Corporation, performed a thorough site inspection of the garage structure and met with members of the construction crew and the structural engineers during the week of December 16, 2002. Several vertical cores were taken from the top of pier C-3 and tested at a nearby materials testing laboratory, along with several other materials samples. RB Engineering, Inc. performed further investigations during January 2003. RB Engineering, Inc., utilizing the collected data, analyzed the structure and concluded that there were several issues which may have contributed to the collapse, including the following:
